Music, which takes place in almost every area of social life, is a phenomenon that is shaped, sometimes even shapes those, depending on the situation and conditions, so when it comes to the history of societies, it offers important clues about the living and what happened. The transformation of the music produced in a comminty into a language means that it reflects society’s living characteristics, ensuring that the phenomenon of music also functions as social memory. This situation reveals the important resource of music in historical studies. Therefore, it is not a coincidence that especially composers are emphasized while studying music history; it is the result of a conscious approach. When the music history of our country is examined, in this context, Muammer Sun appears as a significant value in Turkish music culture and history. As Sun is a composer, educator, thought leader and practitioner, his productions, studies, research, and founder and practitioner positions in the musical life of our country, especially in the field of Contemporary Turkish Music, are a primary source in academic, artistic and intellectual studies. As it is known, the changing world conditions after the Second World War is one of the most critical factors that profoundly affect the History of the Republic of Turkey. After the two world wars, scientific and industrial development and changing political and social environments had multidimensional effects on today's music. These impacts gain a different meaning, especially when viewed through composers. In this study, while focusing on the contributions of Muammer Sun to the musical life of our country, the reflections of the decisions taken by the state on the exact dates, the practices made, and therefore the government policies on contemporary music in Turkey are also discussed. This study is critical because it deals with Sun's works, what he tried to do, working conditions and situations, as well as what the music policies in this process were, how it was reflected in his music works, what could and could not be done, and the conditions of the time. In addition, by following a historical and descriptive method, the study aims to determine the situation and requirements created by the music policies of the state within the framework of Muammer Sun's works and to hold a mirror to the reflections of the recent past in Turkey to today's contemporary music.
Müziğin, sosyal yaşantının hemen her alanında yer alan, durum ve koşullara bağlı olarak biçimlenen, kimi zaman da biçimlendiren bir olgu olması, toplumların tarihi söz konusu olduğunda, yaşayan ve yaşananlarla ilgili önemli ipuçları sunmaktadır. Bir toplumda üretilen müziğin, o toplumun yaşayış özelliklerini yansıtan bir dil aracına dönüşmesi, aynı zamanda toplumsal bellek olarak da işlev görmesini sağlamaktadır. Dolayısıyla müzik tarihi çalışmalarında özellikle besteciler üzerinde durulması bir tesadüf değildir. Bu bağlamda Muammer Sun, ülkemizin müzik kültürü ve tarihi açısından çok önemli bir değer olarak karşımıza çıkmaktadır. Sun’ un besteciliği, eğitimciliği, düşün önderi ve uygulayıcısı olarak, Türk müzik yaşantısında, özellikle Çağdaş Türk Müziği alanındaki üretimleri, çalışmaları, araştırmaları, kurucu ve uygulayıcı pozisyonlarının kazandırdıkları, akademik, sanatsal ve düşünsel çalışmalarda öncelikli kaynak niteliği taşımaktadır. Bilindiği üzere İkinci Dünya Savaşı sonrası değişen dünya koşulları, Türkiye Cumhuriyeti Tarihi’ni etkileyen önemli faktörlerin başında yer almaktadır. İki dünya savaşı sonrası bilimsel ve endüstriyel gelişimin, değişen siyasal ve sosyal ortamların, günümüz müziği üzerine çok boyutlu etkileri olmuştur. Bu etkiler özellikle müziği üretenler üzerinden izlendiğinde daha farklı bir anlam kazanır. Bu çalışmada, Muammer Sun’un Türk müzik yaşantısına katkıları üzerinde durulurken, eş zamanlı olarak aynı tarihlerde devletçe alınan kararların, yapılan uygulamaların, dolayısıyla hükümet politikalarının, Türkiye’deki çağdaş müzik üzerindeki yansımaları da ele alınmıştır. Bu çalışma, Sun’un eserleri, yapmaya çalıştıkları, çalışma koşulları ve karşılaştığı durumların yanında, bu süreçteki müzik politikalarının ne olduğu, zamanın şartları da göz önüne alınarak ele alındığı için önem taşımaktadır. Ayrıca yapılan çalışmada, tarihsel ve betimleyici bir yöntem izlenerek, Muammer Sun’un çalışmaları çerçevesinde, devletin müzik politikalarının oluşturduğu durum ve koşulları tespit etme ve Türkiye’ de yakın geçmişin, günümüz çağdaş müziğine yansımalarına bir ayna tutma amacı taşınmaktadır.
