Bu çalışmada Samsun Sinop Veteriner Hekimler Odasına intikal eden şikâyet dosyalarının veteriner hekimliği etiği açısından değerlendirilmesi amaçlanmıştır. Çalışmanın ana materyali, Samsun Sinop Veteriner Hekimler Odası arşivlerindeki şikâyet dosyaları ve Samsun Sinop Veteriner Hekimler Odası Haysiyet Divanı kovuşturma dosyalarıdır. Araştırma, SSVHO'nun 2009 yılından Ağustos 2023 tarihine kadar olan şikâyetleri, soruşturma ve kovuşturma dosyalarını kapsamaktadır. İncelenen dosyalar ilgili mevzuat kapsamında içerik analizi ile incelenmiştir. Bu süre zarfında toplamda 48 şikâyet bildiriminin yapıldığı, bu bildirimlerin sonucunda ise 12 veteriner hekime ceza verildiği belirlenmiştir. Şikâyetçilerin %45.83’ü hasta sahipleri iken, %31.25’i veteriner hekimlerdir. Şikâyete konu olan yerler ise büyük oranda (%74.51) veteriner muayenehaneleridir. Şikâyet nedenlerinin en fazla; malpraktis (%23.08), veteriner hekim olmayan kişilerin hayvanlara müdahalesi (%13.85), haksız kazanç (%10.77) konularında olduğu görüldü. Haysiyet Divanı’nın en çok yazılı ihtar cezası verdiği tespit edildi. Çalışma bulguları incelendiğinde; yıllar içerisinde şikâyet sayılarının yükselme sebebinin, evcil hayvan sahiplerinin şikâyet hakkını daha fazla kullanması, ev hayvanı, veteriner hekim ve veteriner klinik işyeri sayısının artmasından kaynaklandığı düşünülmektedir. Veteriner hekimlerin şikâyetçiler arasında önemli bir oranda bulunması da veteriner hekimler arasında etik-deontolojik çatışmaların veya anlaşmazlıkların bulunduğunu göstermektedir. Bununla birlikte, aynı türden ihlallere diğer veteriner hekim odaları tarafından farklı cezalar verildiği tespit edilmiştir. Bu çalışmanın hem konu ile ilgili literatüre hem de Türkiye genelindeki veteriner hekim odalarının çalışmalarına katkı sağlayacağı düşünülmektedir.
The aim of this study was to assess the complaint files transferred to the Samsun Sinop Chamber of Veterinarians in terms of veterinary medicine ethics. The main material of the study was the complaint files in the archives of the Samsun Sinop Chamber of Veterinarians and the prosecution files of the Samsun Sinop Chamber of Veterinarians Honor Committee. The research covers the complaints, investigation, and prosecution files of the SSCV from 2009 until August 2023. The files were assessed by content analysis within the scope of the relevant legislation. During this period, a total of 48 complaints were filed, and 12 veterinarians were penalized as a result of these complaints. While 45.83% of the complainants were patient owners, 31.25% were veterinarians. The places subject to complaints were mostly veterinary practices (74.51%). The most common reasons for complaints were malpractice (23.08%), the intervention of non-veterinarians on animals (13.85%), and unfair profit (10.77%). It was determined that the Court of Dignity imposed the most written warning penalties. When the findings of the study are examined, it is thought that the reason for the increase in the number of complaints over the years is that pet owners use their right to complain more, and the number of pets, veterinarians, and veterinary clinics workplaces has increased. The significant proportion of veterinarians among the complainants indicates that there are ethical-deontological conflicts or disagreements among veterinarians. However, it was found that different penalties were imposed by other chambers of veterinarians for the same type of violations. It is thought that this study will contribute both to the literature on the subject and to the work of the chambers of veterinarians across Türkiye.
