Although management by objectives as a management technique effectively takes place in the management literature, the reflections on public administration of this technique has been quite limited. The aim of this research is to determine how reflections on Turkish public administration of management by objectives techniques. In addition to this aim, other purpose is to understand why theoretical and practical implications of management by objectives technique in Turkey are very limited. Another purpose is to provide an exploratory window to other management techniques in terms of the loss of effectiveness of the management technique in general. We used a literature review in the study. In the literature, we reached only a theoretical study except for the literature regarding management by objectives techniques in the Turkish public management. In this respect, it can be said that the management techniques no subject to enough studies specifically in terms of public administration. However, basic components of the technique such as strategic management, performance management and planning can be seen in the public administration. Accordingly, it can be said that all of the management techniques used in the organization move to more specialization. The specialization can be a consequence originated from postmodern management approaches in the management. Theoretical and practical implications of the study were presented.
