After the establishment of the Republic, importance was attached to the construction of public buildings in line with the needs of the newly established state, and primary school buildings had an important place among them. For the people adaption to republic and to increase literacy of community, primary school construction started all over the country. Since the newly established state does not have a sufficient number of trained staff, it is seen that the plans left from the Ottoman State were used in the construction of public buildings. Except from the plans sent by the Ministry of Education, the construction of the school was prohibited by the law and the type projects prepared were sent to the Education Directorates. Directorates have chosen and implemented projects that are appropriate for their location. While the schools were built by the Special Provincial Administration in the cities and towns, village schools were carried out with the financial contributions of the villagers and their work force. Despite the limited opportunities in the first years of the Republic, primary education has been tried to be expanded throughout the country with such an application. It was paid attention on construction of schools that the schools were built far away from buildings such as factories, hospitals and coffee houses, high and airy places.
