Özet

The main aim of this research, which is conducted on the importance level of problems encountered in education and instruction and the solutions of the prominent problems, is to examine the opinions of teachers regarding the solutions of problems related to education and training in the context of the Turkish education system. This research is designed with a case study in the qualitative research tradition. The study group of this two-stage research consists of teachers in the Ministry of National Education. The study group of this research consists of 102 teachers in Stage I and 31 teachers in Stage II. Data were obtained with the Survey on the Importance of Turkish Education System Problems (ITESP) in Stage I and the Structured Interview Form in Stage II. The data were collected via Google form and analysed with content analysis. As a result, it is seen that there are five prominent problems in the context of the Turkish education system in education and training: 1. Political (ideological) approach, 2. Teacher qualifications, 3. Central and provincial administration, 4. Programs and 5. Supervision. It has been concluded that, to resolve these issues, the education system should be governed by a long-term decision-making mechanism that is transparent, objective, and free from ideological influences. Appointments should be based on merit and performance, carried out through transparent procedures. In addition, educational programs should be contemporary and aligned with scientific and technological developments; the curriculum development process should be fully and effectively implemented. The supervision process should function in a constructive and guiding manner, and supervisors should be competent and qualified individuals.
